PSU required wattage

Hi! I have a XFX XTR 650w Gold PSU and i'm plaining on buying the new i7-9700k when it's released and pair it with a 1070ti (no OC). I also have 3x TT Riing 120mm fans, a H100i v2 from Corsair, 2x SSD, 2x 8gb DDR4 Kingston Hyperx memory, an ASUS Cerberus mouse and an ASUS Cerberus keyboard, and i'm planning on buying an ASUS Hero board; will my PSU be enough?

Here, i'd ask why do you need to upgrade? Or is there a need at all? If you want to go with latest tech without actual need and if you have funds for it then it's up to you. Though, i7-6700K is really good CPU, even at today's standards and if you're only looking to improve your gaming performance from e.g 1080p to 1440p or 4K, then just upgrade your GPU to GTX 1070 Ti (for 1440p) or GTX 1080 Ti (for 4K) with appropriate monitor to go along with it.

I don't plan to change my Z170 chipset MoBo until DDR5 is a thing to go for. By that time, Intel should have Tiger Lake or Ice Lake family CPUs released (gen 12 CPU or so).

Yes, XFX XTR is good quality PSU and i'd use it without worries in my PCs as well.
Actually, all my 3x PCs: Skylake, Haswell and AMD are already powered by Seasonic PSUs, full specs with pics in my sig.

I have a Skylake system, 6700k + ASUS Z170 Sabertooth S and a Gigabyte GTX 1060 6gb WindForce. Do you think i shouldn't upgrade, or going for an eight core and a 1070ti will be a good leap?
 
Since i7-9700K isn't released yet, i can't tell if it would be any better than i7-8700K (6 cores/ 12 threads). But that much i can say that i7-9700K is the 1st Core i7 CPU that doesn't offer hyperthreading. Why Intel made this move, that i don't know.

Also, your Asus Z390 chipset MoBo isn't also released yet, so it's performance and even features are unknown.

For RAM, i'd go with 3000 / 3200 Mhz over 2400 Mhz since you'll get better performance with higher speed RAM. A good video to watch,

As far as AIOs go, i'm not fond with them since you'll get more noise with higher cost with a lot less lifespan while cooling performance remains the same compared to the air coolers with tower heatsink (e.g Dark Rock Pro 3). If you like, i can discuss further about AIOs vs air coolers.

As far as SSDs go and rather than buying 2x SSDs with one at 250GB and another at 480GB, go with single SSD that is 1TB in size. E.g Crucial MX500 1TB which is the best price to performance 1TB SSD there is and which is also in my Skylake build. And if you need to have 2x drives in your PC, e.g C:/ and D:/, just split the drive in half by creating 2 partitions. With 1TB SSD, you'd also gain extra 270GB of space over your 2x SSDs.

Like i said above, good choice regarding PSU.

Since PC case is completely personal choice, i won't comment on this.

Riing fans are decent rad fans. Though, there are better out there with white LEDs as well to keep within your build theme, e.g Corsair ML120 Pro white LED,

Thanks again, but i already have everything except (future) processor, motherboard and the GTX 1070ti, right now i'm using an i7-6700k + ASUS Z170 Sabertooth S + Gigabyte WindForce GTX 1060 6gb with the other things.
