Psu sputters and stops

I recently moved my desk to paint and it wouldn't turn on, I got a new psu today, coolmax 850w 140mm blue led fan CUL series and the pc still won't turn on, I've removed everything but the mb and ram.

It will flicker on for a split second then turn off again, I noticed there are 4 pci slots on the psu itself which I've never seen before on a psu. What are these for? Do I need to plug anything into them to get it to stay on?

to answer your questions. they are to power high performance video cards that plug into PCIe slots, that PS has 4 of them.
you only need them if yourvideo card requires more power than the motherboard can provide.

Just a note: CoolMax power supplies are horrible quality.
