psu still have little coil whine even if when shuts off or even in before I push the power button of my pc

I don't know but my psu is plugged in in my avr, when I turned on the avr switch the psu have a little coil whine, not loud enough but if I stick my ears on the grill of my psu I can still hear it, on or off in my system and my motherboard lan network will on in few seconds even if I still don't push the power button on my system that is weird sorry for my english my new build is cpu intel g4560, psu seasonic s12ii 520w rev.2, gpu palit gtx 1050ti dual oc, ram 1 stick 4gb ddr4 2400mhz 15cl hyperx fury, mobo asus h110m-d, hdd wd 1tb caviar blue but when if turned off my avr switch the coil whine goes off and the mobo lan led will shut off too

Is there a noise when the PSU on/off button is off, or only when it is ON and the AVR is controlling the power to the PSU?

If it makes a noise while PSU is ON and AVR is OFF, then the AVR is letting voltage get through somehow.

my avr directly plugged in to the wall outlet, and my psu plugged in avr, I keep the switch on on my psu and I will never touch that again, so when I turned on the power switch on my avr, the psu have a little coil whine its very little that I have to get my ears touch the psu case and my mobo lan will on but even if I power up my system the psu still have the same loudness maybe I am so paranoid because this is new and I put my all money to this build

the whine is gone while I am typing right now, its weird because sometimes it appears sometimes not, the psu voltage is stable I keep monitoring it, I keep note the underload and idle voltage

Normally you can get a few whines and noises from components, because of age or something wrong with voltage.
I would disconnect the AVR and use use the PSU direct and see if you still have the noise.
As i said before, if you don't have the noise with the PSU directly plugged in, then the AVR is causing the problem

the whine is gone but last time I test my igpu of my processor and I remove the discrete gpu I heard a coil whine, and I put back the discrete gpu and the whine is still there but I played skyrim original with ultra settings maximum at 1080p the whine is gone when I use the built in gpu of the processor the voltage of my psu in 3.3v decrease, the original idle voltage of my 3.3v is 3.392 when I use the the igpu the voltage is 3.376 it stays there maybe the igpu using the ram power I only have 1 stick

tnx sir but you scared me that is something wrong with my voltage hahaha, the only thing I do in my bios is turning on the asus anti surge because the default is off, and I disabled the intel cpu c state, the c6/c7/c8 but I see in my bios that my psu is supported but my psu isn't haswell compatible I search in the internet,
