Why is Seasonic S12II 520W 80PLUS Bronze tier two on psu list having
82%-85% efficiency load at 100w,200w,300w,400w,500w load testing
while FSP Raider 650W 80Plus SILVER Power Supply is tier 4 bottom list having 88%-90% efficiency load at 100w,200w,300w,400w,500w load testing?

Is the PSU tier list accurate? I was thinking of upgrading between these two PSU but the psu tier list stopped me from buying the FSP Raider 650W 80Plus SILVER.

Solution
like the others have said. trust the list as it is based on actual testing of the psu's including tear downs to judge quality of build and materials used and so on. lots of fancy high end equipment is used to measure ripple, true efficiency and lots of other things you don't even realize makes a good or bad psu.

the experts have spoken and this list is based on their tests.
efficiency has zero to do with the tier list. its just claims of what the manufacture says their part can do. Tier list exist to call out PSUs that say one thing but clearly don't live up to the promises. So yeah the seasonic (my personal #1 choice in PSUs) is far better then the FSP raider from tier 4.

The reviewers actually don't like the tier list.

I tend to agree that while it is not perfect. it is still quite useful for those who don't know how to tell which PSU is good or bad. Reviews alone don't do it for me and one reason i believe reviewers don't like the list...they frequently have preferred hardware vendors (whether its green vs red or blue vs red, etc). Many sites give certain manufactures preferential treatment and clearly lean one way or another because of advertising and access to review said equipment. The short of it is tier lists, while still somewhat subjective, don't tend to take sides as much (again i wouldn't say that's an absolute either). Regardless Tier list do have there place in tech advice for the foreseeable future IMHO.

is'nt effiency the whole point of PSU TIERLIST? 500w load 90% efficient. If efficiency is not the point of tier list, then what
is the basis of higher tier PSU list?

Absolutely NOT!!! The point is overall PSU quality in:
1) Actually meeting the rated load (ton of PSUs can't, even brand names like cooler master)
2) Having low ripple, noise, and deregulation (voltage drop at load)
3) Having good transient response (especially when used with modern graphics cards)
4) Having hold up time longer than PWR_OK (ton of PSUs fail at this too!)
5) Having 105C rated Japanese capacitors (not really a part of the list, but basically 100% of the good PSUs have them)
6) Meeting efficiency they claim/cost extra for
7) The efficiency

Efficiency is pretty far down the list..

but who made the PSU TIER LIST?
because reviewer is saying the opposite.

because if the PSU Tier list is made by hillary Clinton, i woud'nt trust it. She would just say, viagra is used on these
PSU to achieve higher rating and people expect everyone to believe it. I am not a sheep. Who made the PSU tier list?
Because i know for a fact that Tom's Hardware GPU tier list is false. On the nvidia bracket even low end maxwell
beating high end kepler yet on the list gtx 590 a fermi beating out gtx 960. Try all games since 2010-2016 with tesselation very high, see how fermi and kepler tanks framefrates. Try doom, rise of the tomb raider, quantum break etc.
