PSU Tier question regarding XFX TS 650 80 + gold and the 550w version.

Im just wondering, is the XFX TS 650 80 + gold on the tier 2 list?

Also which one will be louder if in the same system would the 650 be better fora quieter psu as well as headroom and is the 650 a tier 2 psu?
Any information you can share regarding this and my i 5 6600 build would be truy apreciated.
