PSU turns on when connected to motherboard

I have an old board (Palit II-G31). When the power cord was connected to the PSU and the power switch turned on (on the PSU) , the PSU and CPU fan would start, but no display or beeps. I could not turn off the power by holding the chassis power button.
To troubleshoot I took the board out of the case , took out the CPU and RAM. It's a stripped board. I connect the power plug from the PSU, and the PSU starts up. If I connect a fan to the CPU fan power connector, the fan starts as well. But there are no beeps at all. If I put in a CPU , it gets warm. So there is juice in the board.
I tried resetting the CMOS with the jumper and by taking out the battery - no change.
Tried another PSU - no change.
There are no swollen or leaking capacitors. The board looks intact on inspection.
So, is this board dead?

Of course. But the PSU should not start when connected to a board. You need to push the power button. This board starts the PSU on it's own.
With a CPU and RAM. using the on-board GPU, there is no video and no beeps.
