Question PSU voltage are different but it could still run to the BIOS????

So yes, it's a terrible mistake...
The place I lived was using 220 volts AC, 50Hz for every electric product
However, after I moved to Canada, I found out that the voltage here is about 120V supply voltage and 60Hz.
The PSU I was using is Xigmatek 650 Hydra M, which needs 230v.
I have tried to power on my PC and it successfully runs to the bios but it is just stuck on loading windows.
But I have no idea why it could run successfully and it seems it is not the problem on the PSU.
So I am curious if that is not the problem of my PSU to run the windows when it could run the bios and what's wrong with my PC?
 
But what if I have an external transformer for it?
Also, am I need to buy a new PSU instead of using the old one(230v)?

Why would you do that? One you would actually want to use is going to be $50 anyway. It's not like you have a particularly quality PSU anyway; this is a Tier C on the curated tier list housed here due to some cheap parts. That it isn't even full range is another telltale sign of cost-cutting; any good quality PSU is going to be at least 100V-240V now. Spend $90 on a good PSU instead of $50 to salvage a mediocre one. After the baffling decision to go ahead and just try and use it anyway, I'm not sure I'd be willing to use this PSU again even if it were a quality one.
