PSU voltage bad?

I have an FX 8350, GTX 970 on a Corsair GS 600.
I experience bad frame stuttering but constant 60 fps.
I've narrowed it down to two things.
1 my motherboard (MSI 970a g46)
2 my PSU.
My power supply voltage readings while in far cry 4 are:

3.3v: 3.232
5v: 5.186
12v: fluctuates between 12.111/12.199
(All according to MSI control center)
CPU is overclocked to 4.3 ghz automatically by OC Genie Lite.
[edit] Everything is at stock, previous readings remain the same.

Is this what has been causing my frame stuttering? I should note, before I got my GTX 970, I had an HD 7870, and never experienced frame stutter with it as bad as I am now.

It's not just far cry 4. It's about every game I've played with it.
Battlefield 4 (which was perfect with the 7870)
Gta 4 (always)
Minecraft (always, but not as bad now)
Halo CE
Need for speed most wanted
Watch dogs (always)
Goat simulator (did with the 7870 but almost not noticeable now)
Call of duty advanced warfare
Even 2d side scrollers stutter.
Haven't tested the following games with the 7870, because I upgraded to the 970 before I got them.
COD AW.
FC4.
NFSMW.

Also, can the 7870 even play FC4 without frame stutters in a normal system? I haven't even tried it yet because I figured it wouldn't run most of these newer games optimally, which is why I upgraded.

 
Oh trust me, I have tried everything known to man. I've created multiple threads trying to fix the issue. And only to find that I either need a new motherboard or PSU. Threads can be seen here. First thread lists full system specs and everything that I have tried to fix the issue. Thread 2 is what brings me to believe it is my PSU.

I was trying to keep it on the main "help thread" but it mysteriously closed out from underneath me so I was done asking for help trying to fix it. I created thread 2 to see if anyone else with a similar system is having the same issues as me. Anyways, I'm done making new threads. I'll get a new motherboard, and if that doesn't work, a new PSU.
Need motherboard first anyways because like you said, 8350 isn't really cooperative with 970a g46. The northbrige gets up to 70c when gaming.
 
Before I'm done here, I need to ask, what is the best PSU that I would be able to buy under $190.00? Has to be modular.
I read review after review and I can't find a good PSU anywhere, even enthusiast supplies have issues. I don't know what to do. It seems like there is no good quality PSU that isn't going to give bad power or die after only a few months.
