PSU vs. GPU

I built this PC (http://pcpartpicker.com/p/KbKs7P) and I have been getting some stuttering in games where it says 60 FPS, yet stutters... On my laptop with a GT 840M, I did not have any stuttering issues. Sometimes the stuttering problems take a little while to start, but it eventually appears with either low or high settings.

The website said it would need 300W max for the PSU, and MSI Afterburner always shows the GPU at its max clock speed and the game always seems to show it limited by GPU, not CPU.. Is the PSU okay? Should I try getting a replacement graphics card (been about a week)?

I'm not sure what you mean by stuttering, it could be overheating, or an issue with your CPU or RAM.

Try enabling Vertical Sync and see if that helps. The problem is most definitely not the PSU.

check cpu temp and clocks for throttling, stock intel coolers are not good enough for the quad core models under load. The psu isnt good quality, but doesnt seem to be the problem. notmally poor psu's/inadequade power will cause instability, lockups, crashes etc rather than stuttering.

When I tried running both the CPU and GPU stress tests at the same time, the GPU test was at 30 FPS.

Yes, I am.

Also, why does my GPU clock always show 540? It shows something different in MSI Afterburner (it shows max in AB).

Consider disabling settings in video games that stress the CPU until you can purchase an aftermarket cooler. 4 cores generate a lot of heat and the stock cooler isn't going to handle constant stress like a demanding video game.

turning on vsync, and enabling AA will put more load on the gpu, potentially taking some excess load from the cpu.
