Can someone elaborate the difference between pc not getting enough power from PSU and pc not getting enough power from outlet?

Solution
Your general wall outlet will supply around 1800w, you would have to have some pretty faulty house wiring to have that be an issue.
The power supply is a different story, it could be way more likely for the PSU to either: Be too low wattage, Fail internally, or just incorrect labels.

if you were to pull too much from a house breaker, part of your house would shut down power (this depends on the voltage, how high the breaker is set and what else is on it).

if you were to pull too much from a psu, something called over power protection or over current protection would kick in and shut down the PSU
