PSU Weird Noise

So I decided to give my pc a good cleaning today, I made sure none of the fans where hitting any wire and my heatsink was pin correctly. However this sound was coming from the PSU and I can't figure out why this is happening, my PSU Fan does have a plastic flap on it and I did have to replace the tape to make sure it stayed down. Sounds like a bad bearing. If it was a cheap PSU then its to be expected.
