If you OC, your total power draw should increase by around 20-50 watts (by estimation) depending on your components. How much power your PSU should have depends on how much power your components need (things like storage, fans, gpu, cpu, ...).
With the specs you provided, you should be fine with a 600 Watts PSU provided it has a decent efficiency. An 80+ bronze PSU is only 82% efficient at max load, it means you will only get 82% of 600 Watts of power for your rig, rest is converted to heat.

That PSU is horrible and should be replaced asap. Those things are known system killers.

Unknown, no reviews and I don't even know whom the actual manufacture it is and what platform it uses(powerspec is just a Microcenter rebrand). Here are some good units(cost less than that powerspec) that are good and will support your system with overclocking.

Wattage size doesn't make for a better psu. That's like saying since the brain is a muscle, championship body builders must be geniuses.

This is what generally happens when a TR2 is pushed towards its limits, which is a guarantee with an Rx580 where minimum recommended psu is 600w with any cpu, that includes 50w i3's. Unfortunately it's also never as small a spark when the TR2 goes, it's usually something quite spectacular, and takes the rest of the pc core components with it since they are all plugged into the psu pretty much directly.
Considering that there really isn't much choice at all in the 600w class psu for any real quality, you'd be far better of with a decent 650w which would be cheaper than the top of the line 550w class.

8600k and gtx1060 is all that's really relevant. You can power that system with a decent 450w psu without issue, but generally the rule of thumb is to add 100w to the size of the minimum standards if OC a cpu. That's all that really matters to OC when it comes to wattage, is there plenty. Overkill does nothing. 750w would be a huge waste, and considering you'll be running in the low 200w ranges when gaming, the optimum 50% load of the psu is still well out of reach.

No. With Evga the *2 series was the best, as in the B2, G2, P2, GQ, etc. The G3 is decent but none of the B or G, B3 or NEX is.
While I can seriously sympathize with budget concerns, understand this. The psu is the heart of your pc. It powers everything, and is directly responsible for the health of your pc. So imagine that instead of you giving your pc a new heart, it's a surgeon giving you a new heart. And a choice of a cheap one that used to belong to an old, obese, diabetic, chain-smoker or a more expensive heart that came from a young, healthy, somewhat athletic, clean living Vegan.
Is it really a choice?

Good PSU's include going from good to best for each manufacturer.
Corsair: RMx, RMi, HX, HXi, AX or AXi (Avoid the CX unless there is no other choice but I still wouldn't overclock with it) also with the CX it has improved substantially over the last few years but still isn't great.
EVGA: B2, GQ, G2, G3, P2 and T2 (Avoid the rest)
Most SeaSonic units (except the S12III/M12III): CORE GC, GM, GX, FOCUS SGX, GM, GX, PX, PRIME
Bitfenix has a few good units too now.

Damn it seems like every PSU is bad. I will probably get a Corsair PSU then.

80+ is a certification done by a third party. The vendor sends a sample to 80+, who tests it for efficiency, then hand it back with the results.
This causes 3 issues.
There's only a handful of OEMs that manufacture most of the mainstream psus. Seasonic, HEC, SuperFlower, Greatwall, FSP etc. As with any manufacturer, they make what the vendor wants. So if the vendor wants a cheap psu or an awesome psu, that's what they get. So Branding is never really a guide, the Model of the psu is. Very big difference between the cheaper Corsair CXM or Evga B500 and a Corsair AXi or Evga P2. Even with beQuiet, the System Power are ok, the Dark Power quite superior.

- You'll have to rely on the vendor, did they cherry-pick or over-do the sample, plan on going with cheaper/different components after the certification.
- It's overly emphasized, it's just a certification not a standard and the different levels sound more important than they can actually be. An excellent Bronze unit can be far superior in design, quality and reliability than a cheaper Gold unit but Gold is better quality than Bronze, right?
- False or misleading advertisements. There's a Ton of units out there with the words Gold in the name, that are next to useless and anybody can slap a printed label saying Gold on the side of the unit, making you think it's certified by 80+ at that level of efficiency.
