Probably 64. LBJ was from Texas. NASA was going to be headquartered
in Cambridge, MA but LHO changed all that. The building, one of two
with its external sheath of concrete not supported by the steel
structure under it is now part of the US Dept. of Transportation.

Er, you didn't think his influence on NASA started *after* he became
president, did you?

Logistics and orbital mechanics dictated the launch facility being in
either Florida or Texas. Once Florida was chosen, it was politically
necessary for Texas to get a major facility was well.
