Pubg buildings extremly low quality for 1-2 minutes

When I play pubg, when first landing, the textures of all the buildings are extremely poor (almost looks like wet clay) and how bad frames. It takes around a minute and a half on average to load all of the texture in (will all load in at once). What could be causing this problem? RAM, CUP, Hard drive or something else?

EVGA GTX 1060 6GB
i5 6400
8gb ddr4 ram

Their server, your connection to the server, or your in game settings. Try turning your settings down.

on't want to have to turn down my settings because I have a 1060 which should handle it. Would upgrading RAM help? I was thinking of upgrading from 8 to 16, getting a 2 pack of 8 gigs for around 120
