PUBG cpu and gpu not always 100%

Why is my cpu and gpu not always 100% when playing pubg? I cant play that game 60 fps smoothly. Can anyone help me out? I really want to play that game smoothly..BTW I know that my cpu is not on the minimum requirement but I really hope that someone can help me out.

GTX 1050ti STRIX OC
8GB DDR3
VS450
1TB WD HDD

Any cpu cores/threads hitting 100%? Total cpu usage doesn't tell you much as it only takes 1 core to max to cause a bottleneck.
