Question PUBG low FPS with 2080ti?

I just recently upgraded to a 2080ti. I intend to, over the next month or 2, do a full pc upgrade but though I would start with this and put it in my old system. The rest of the specification are below.

I have been playing PUBG, and I'm aware it's not well optimised, but I am getting around 70 fps average on very low setting.
Is this what I should be getting or too low? Seems low to me but I'm not sure.
If anyone can help that would be great and any advise is welcome!

maybe its the gddr6 vram they put its said to fail fast even nvidia admited rtx cards are dying

Have you tried running any visual stress test software?

Yes, but I don't really understand what I'm doing. I ran FurMark and there didn't seem to be any issues?
