OS: Windows 10 Pro (64-bit)

1)This one won't change much, but have you not enabled XMP in the bios so the memory runs at the speed you paid for?

2)Main system drive is on a small, but slow HDD. It appears to be fine now, but after another 20-30GBs, the speed will drop off.
If the OS Drive becomes slow, it'll affect everything else. Consider moving the OS to one of the SSDs.

3)What's going on with that 860 EVO 250GB? It says it has 882GBs free? The other 860 appears fine though.
Did you not install the latest firmware via Samsung Magician? Link: https://www.samsung.com/semiconductor/minisite/ssd/product/consumer/magician/ (You can also check the health of the drives with it)

This started recently, or has been going on for some time?

Seeing as how you have both cpu and gpu under liquid:
-cpu and gpu temps while in game?
-temps while idle?
-changed anything recently?
I had a 750ti 4gb, then for 3 months i had this 1080ti. I have mor fps even with higher settings but game sill not smooth cause of the fps drops.
Idle i have about 35° and under stress i get
max. 55°
