Question Pulling 100+ fps in Black Ops Cold War, but feels like 30hz. ?

I have a nice 165hz 1080p monitor from Sceptre, and typically have no issues. I run Freesync in all of my games through my Vega 56.
I get an odd thing in Cold War, where in settings I set it to 165hz, having my frame caps set to 165 in all menus/cutscreens/in game, except in game it visually feels like 60-30hz. Even when the FPS counter says 130. One weird thing I found is that the AMD Radeon driver software picks up all my games EXCEPT for cold war.
It's frustrating because I know the game runs great, I get fantastic FPS numbers, but it somehow visually feels like 30-60hz and makes it unplayable.

Just to clarify, I've also tried to change everything in the settings to 60hz (monitor refresh rate, fps caps) and it feels no different than when everything is set back to 165.
I've seen other people with these issues but haven't found a solution. Any help is appreciated.
