is it gonna do fine with that cooler when I OC the CPU to 5.1Ghz? I tend to buy a Water cooler, but after watching linuses video about water coolers, changed my mind.

The Pure Rock 2 is designed to handle up to, but not exactly, 150w of waste heat; some thermal headroom is a must. The 10700K:

PL 1 is the power limit for all threads at base frequency only.
PL 2 is the power limit for all threads for those turbo clocks.
Tau is the time duration(seconds) the cpu is allowed to run at PL2 before it is forced back down to PL1. How long it sits at PL1 depends on the kind of work being done.

With overclocking, you're looking to either raise or remove both the power limit and Tau...

Bottom line: Pure Rock 2 can't even handle the 10700K at stock operation. Gonna need something WAY beefier than that, like the Deepcool Assassin 3, 280mm or larger hybrid cooler.

You're also not guaranteed to get that kind of OC out of your sample either. The 10700K, 10850K, and 10900K, have next to no OC headroom - silicon lottery depending.
The 10900K has it even worse with the exclusive Thermal Velocity Boost; as long as it's kept below 70C, it'll push higher clocks on its own.
