Putting 10 on a new drive with a product key

My father's hard drive is dying, so he needs to get a new one. He decided that he wanted to buy a windows 10 key online (we know the risks of buying from online sellers such as g2a already). When he buys the OS online, he'll be given a windows 10 product key. Our problem is that we don't know exactly what to do with that. We need to put windows 10 onto a blank hard drive, which won't have an OS. Is it possible for us to create an installation media such as a disk or USB drive on his working drive, and then install it on the new one, or is there some other method? Thanks.

Exactly. You will need to use the Windows 10 key AFTER you install the new OS on the new drive.
