Ok so I'm about to start building my new PC and I am taking the HDD & RAM & CPU out of my old PC and installing them into my new PC, do I need to wipe the HDD before doing this?
Using an old windows install with new hardware can cause problems. I'd do a fresh install of whatever windows you're using, provided you have the installation disk/usb. So yes, I'd wipe it and then reinstall. (after backing up important items)

@clarkjd Yes, I managed to find a motherboard that was pretty good but old enough so that it would support my DDR3 ram and old CPU chipset.

Ram can be tricky, just because the new motherboard supports DDR3 ram doesn't mean it will run with your old ram. Check the QVL for your motherboard to be sure.
