Hey i have a Sony Vaio svf152c29L laptop and the i replaced the hard drive because the old one crashed. How do i install my new copy of windows 7? I went into the BIOs and changed the boot priority to boot the Cd drive first then the hard drive but whenever i turn the laptop on it just says operating system not found.

You did the right thing. Just check and verify that the CD/DVD drive is indeed the first boot device. Then start the laptop with the Windows disk in place. If you have trouble opening the DVD drive, use a paperclip and insert into the small (tiny) hole on the DVD drive slide cover; and push; it will manually open. Then insert the Windows disk and start the laptop.

After I change the settings in the BIOs the Vaio screen pops back up with no option to select anything. After the Vaio screen it just says "Operating System Not Found."

When you try to use the DVD it will give you a message "Press any key to boot from DVD" - do this.

I've installed OSs on fresh drives before but have never had this much trouble. This option never comes up. My windows 7 disk runs on another computer but not this laptop.

The CD/DVD drive is defrinitely the first boot device. The disk is also inserted but nothing happens.

Time to check the DVD drive. It might be defective.

I didn't even think of that.

I put my ear next to the drive as i booted it up and i can hear it spinning and reading but i'm not sure if that means it good or not.

This might be hard to do without booting the computer.

Can I do a fresh install of windows 7 from a USB drive to bypass the optical drive?

The reader laser can go bad.. but if it spíns, that means the laser detects a disk.
The key to press to view the Boot devices screen, should appear in the initial brand logo screen and in the BIOS post screen... it's usually F12 so right after pressing the power button and the first image appears on screen, press F12 repeatedly... a list of bootable devices (HDD, CD/DVD, USB Disk, Removable media, etc. ) should pop-up,.. select the CD/DVD Drive.

Yes you can use a USB installer maker to use a USB flash drive to install Windows.
Windows 8 USB installer maker and Universal USB Installer (They work with Win Vista, Win 7, Win 8/8.1, and should work with Win 10) are very easy to use, and never fail... something I can't guarantee with quite a few other programs of the type I have used.

Yes you can. However, this is not my preference. Flash drives have poor quality flash RAM, not as good as the RAM used in SSDs.

I was pressing F12 but the Vaio logo just appeared and went to a black screen saying operating system not found. I was going to consider making the bootable usb drive but if i can't get that menu up it won't do me any good.

1. The brand/mobo logo and BIOS post may be passing by to quickly to do any good.. try pausing the logo screen with the Pause Break key, check the logo screen for the F# key function suggestions, or use the Pause Break key to pause the BIOS post.. and if still not possible, the BIOS should have several modes possibly named Quick/fast Post, or something similar.... enter the BIOS and disable that mode or enable the BIOS Full Post mode or similarly named. then try the F12 key again.

2. You probably can set the BIOS for USB as first boot drive to boot from the USB Windows installer.

So it turns out the copy of windows 7 i have only seems to work when you install it as a bootable usb drive. That was the problem. I created the bootable usb driving using Rufus and it installed flawlessly. Close this thread please.
