Graphics problems

Have an old xps Dell 8300 desktop
It won't run my gtx 650
But the PSU is 430 watt.
I put the card in an older Dell 350 watt
Unit it runs it just fine.
No bios settings are wrong
Just will not run this card, I'm assuming the GPU rail doesn't have enough power,but strange the weaker
Psu runs it fine.
Do I need another PSU or something else is wrong.

did you check dell use to have proprietary power suplly with there board .

Some cheap PSUs won't make their rated power. Dell PSUs are usually rated very conservatively. Dell PSUs aren't sold by the Watt. They're designed to run 24/7 in hard working business computers.
