Pwm fan controller pick

I have about 12 fans and I was looking for something that could do all those fans say get 2 one at the top and one at the bottom of the case and I can use software to control the fans indavigaly. The big thing is I want to also be able to turn the fans off as well

Filling up every fan slot in any enthusiast case is generally not heeded and can absolutely create eddy currents and turbulence which will just make cpu temp rise.
