PWR VRel & VOp in GPU-Z / Whine in Asus strix

Hello!
So, my rig has a 980 Asus Strix, 4790k and the PSU is a XFX XTR 750w (although I bought it from a shitty place; it could be the problem)

This is The Witcher 3 running.
Look at the Perf Cap
I had gotten the Vrel and Vop before, but PWR is new.
I get PWR VRel & VOp all three as performance caps. Pwr comes and goes it's the green thing

Also, the card starts making a whiny noise in games. Stops as soon as a cutscene comes in or I quit the game.
Is this fine?

I have two top and two front. The CPU has a hyper t4.
The fans are all Cooler Master JetFlo 120mm
In fact they make a weird noise and keep changing speeds up and down. I'm not sure that is normal either.
But, temps seem fine.
Also, 100.1% TDP on the gpuz screenshot, what's up with that?
 
I believe the PerfCap Reason is somewhat still experimental, but the VRel is I believe the Voltage Reliability and the VOp is Operational Voltage not sure how reliable this is, might try a different PSU is you have one or can borrow one. The whiny sound may be the fan kicking in, it will actually stop till it starts getting warm then on start up often cranks up to high initially then back down tioll the GPU reaches a lower temop to where the fan can stop again.
 



I though fans too, buuut, when a cutscene kicked in the noise stopped abruptly and the fans kept at it
also, idont just have vop and vrel but PWR too
