q-code 00 after failed psu

Hello everyone. So I'm in the process of building a pc. I have a n Asus z87-Pro with an intel 4670k , Saphire Ati 7950 4gb x 2 gskill ares 1600mhz ram, and a Thermaltake tr2 500w psu. I initially had an Apevia 650w psu and it worked for about a day. I tried turning my computer on the next day and it turned on then off, I tried again and it turned on then off once again. After that it wouldn't turn on at all. After testing the psu I was able to determine it was dead. So today I picked up a refurbished Thermaltake tr2 500w (bad idea I know) and tried to get the pc started with that. The computer turns on for a split second, flashes the q-code 00 then turns off. Strangely enough the psu was switched to 230 v instead of 115 initially without me noticing and it actually stays on with the q-code 00 in that state. I am aware that I need a minimum of 500w for the gpu I have also learned it needs a minimum of 24a and I just learned that the tr2 only outputs 19a. So my question is, do you guys think the second psu is the issue or is my moba fried? Thanks for your help!

Update: So upon further inspection it boots with the q-code 00 without shutting off when I unplug the 8 pin power to the motherboard but leave the twelve pin plugged in. Does this indeed mean it's the psu?
 
If the first PSU was indeed faulty, it could have damaged the motherboard and CPU. Code 00 indicates that the POST initialization routines aren't even starting.

I would clear CMOS, and try again. If that does not work, I'd suggest getting yourself a quality PSU and RMAing that motherboard.
 
the qcode 00 means its 'not used'. You have all cables plugged in? the otherday i accidently nudged my sata cables and it threw up tihis code too. You need both the 8pin cpu and 24 mB powercables cables plugged in. The pc will startup an restart then bootup. Can you tell me what the rest of your specs are? model.
 
Sorry it took me so long to post this but I ended up getting my old Mobo and CPU tested and the Mobo worked but the CPU did not. I got a replacement CPU through Newegg's RMA process no problem. So just as a future warning for others my Apevia PSU shorted out and fried my CPU be wary of that company. I ended up going with an XFX XXX 750 watt PSU which has been great. I learned my lesson, do not cheap out on the PSU!
