0C doesn't mean anything. It means "Reserved". ASUS didn't give it a name. All it tells you is that a piece of hardware is stopping your PC from starting. The culprits are motherboard, processor, RAM, GPU, or PSU.
If you are getting OC with RAM and GPU installed. I'd first try moving the GPU to a different slot. I'd also try just one stick of RAM in all the slots to see if you can get past 0C. If that doesn't work and neither did a CMOS reset I'd strip it down to just CPU+motherboard+PSU and start adding things and seeing if the debug code changes to try and determine which part is the issue.
