Q6600 stuck under 3.4Ghz with Scythe Infinity

I just put my new system together today.trying to overclock the G0 Q6600.333FSB went fine.but when try to increase to 3.4Ghz@1.35v try start run OCCT the PC restart itself.try lower to 3.33ghz with 1.3650v idle at 34C.but when start OCCT again shutdown instantly.I specially bought this Scythe Infinity(Mugen) to overlock this quad core.But just keep failing.why?VTT+0.2 NB+0.2-0.3V.Ram run in safe margain <800mhz 5-5-5-18 @2V

Please give help why this is happening.Just tried 9x371FSB 3.33Ghz@1.3750V(CPU-Z 1.352V-1.360V idle) crash in OCCT in 3mins
 
You may just have a poorly overclocking chip

My B3 revision Q6600 (default VID of 1.3v) needs 1.45v (CPUz reading, 1.49v in BIOS) to hit 3.2GHz and 1.51v at 3.4GHz, I have no hope of hitting 3.6GHz as it needs to many volts and the cooling becomes an issue even with my water cooling setup (at 3.4GHz it pushes out about 230W of power)
