I mostly work with Dells but the OEM computers are usually similar.
Here are the builds for that. Q9650 is the fastest CPU. This almost always means a 95W CPU limit.

There are no faster Xeon swaps listed either.

A CPU swap is the best path forward. The rankings there are % of systems tested. The Q9650 is the only one hitting 40%. The Q9550 is just behind and then theQ9500.
To overclock you can try SetFSB, or Clockgen. You need to find the number off of your PLL chip to use them. Sometimes the MB is hardwired to block this. results will be limited unless you find a way to increase Voltage. This requires a VID pinmod...

To overclock you can try SetFSB, or Clockgen. You need to find the number off of your PLL chip to use them. Sometimes the MB is hardwired to block this. results will be limited unless you find a way to increase Voltage. This requires a VID pinmod which is fairly complex due to the dozens of Voltage settings and the number of pins to manipulate on the CPU. Whether the MB has the extra Watts available to support much of an overclock is another question. You could try starting witha Q9505S which ic cheap right now. It's 65W CPU that will give you a 30W head start for your OC.
