Q9650/intel MB rejecting r9 280x

Hi folks been building comps for years and this forum has helped me more than once! But it seems I may have run into an issue due to my hoarding habit!

Having three boys I tend not to throw relevant computer parts out the door I had an r9 280x free up in one of our four systems and I tried throwing it in with the system below

Q9650/ 8GB ram
Intel DG33TL MB bios DPP3510J...................2346 it's very long
Thermaltake tr2 600w
Single fan out for exhaust
1 ssd
2 hhd

I had a r9 270 working in there with no issue but my 280x is stuck at bios splash screen!

I feel I have more than enough power even if it a bronze PSU!

R9 came from a perfectly good g3258 healthy system for the past 2 yrs with only a 625w PSU also Bronze

the R9 280x is basically an HD 7970, and I had a Q8300 Duo Core 2 Quad myself and found I could only run a HD 7770 on it. (ie R9-260) the R9-270 was literally HD 7870. Not sure why but I know my 7970 with Q8300 was a no go. but worked well with 7770

Solution
Test if the card works on other systems and make sure everything is seated properly and check PCI-e power pins to the GPU. I don't think it should be rejecting the GPU for no reason. What exactly do you mean by the BIOS Splash screen?
