My system is as follows: Intel Q9650 3.0GHZ

Western Digital Black 1 TB
Hitachi 500GB

Altec Lansing / DELL ADA995 5.1 Dolby Digital THX Computer Speaker System
Logitech G700s Rechargeable Gaming Mouse
Microsoft Xbox 360 Wireless Controller for Windows
Microsoft Windows 8.1 Pro with Media Center

I am considering upgrading my GTX 460 to a GTX 770 because I saw one on sale for $309.99.
My main reason for upgrading is to utilize my 3 monitors as currently I can only use 2 with my GTX 460 also to boost scrubbing/seeking and reduce encoding time in Adobe Premiere Pro CC & CS6 with more cuda cores as well a to gain minimal improvements in gaming as I mainly play sports and racing game (PES 2014, FIFA 2014, NBA 2K14, Grid 1 & 2) and a little fps (COD and Hitman)

The logic behind my decision is to make my system slightly better as i hold out for a new build. I plan to do that new build because my video editing needs have forced me in that direction but it seems to be a next year build because I would need that build to last me a long time thus I be going for a Haswell-e with ddr4 and sata express and a GTX 800 series card for cuda also I need to save up the money!

What I want to know is should I buy the GTX 770 at $309.99 or what else as a GTX 760 is $250 (only $60 less) and the resale value would be over $100 lower.

NB: Video Editing via Adobe Premiere seems to be the main purpose of my PC these days

Any answers, comments or suggestions would be greatly appreciated!

I'd get a new cpu first , because that cpu is too weak to handle such a powerfull gu and you won't unlock the 770's full potential with a q9650 , or maybe for now , get a 270 as they're great for current games and save up money for your future build

I understand the R9 270X is a good option but I need a nvidia card for cuda in Adobe Premiere Pro at least for the next year until open cl is utilized by more effects!

I considered the 750ti but the 128bit memory is not good for Adobe Premiere besides the 460 I have is 256bit! Nvidia seems to have a gaping hole between the GTX 750ti ($140)and the GTX 760 ($250)!

I am actually leaning heavily towards andrei65's comments to to save up money atm and when ddr4 , gtx 800 series and 5th gen intel cpu is out do a completely new build because of two reasons 1 for the games I play a GTX 460 1gb is enough and 2 to improve the prospects of doing a totally new build with the components mentioned earlier by saving the money!

I was actual considering the gtx 750 ti just before I read this like u read my mind andrei65 cuz I usually do not believe in temporary fixes but the benefits of the 750ti at around $150 seems to be quite a lot for me some are compatible with up to 4 displays, 304 more cuda cores, slightly better gaming, power savings, modern features (i.e all the things released after the gtx 460 like gsync and native 4k support) My only concern is how would a 128bit memory vs 256bit memory perform in Adobe Premiere pro (I am researching this right now), it definitely is ok for gaming but video editing is my main priority. But what actually opened my eyes to the 750 ti was Tom's last article on the Best Graphics Cards For The Money: June 2014 the only nvidia cards mentioned were the 750 ti and the 780 ti!

So after a quick read it seems that the extra cuda cores will compensate the amount of bit the video card has , so i'm pretty sure you'll be fine with the 750 ti till next year when 8** series , ddr4 and 5th gen cpu's are out :)
