That is somewhat mysterious behavior, since there is no error message to give clues as to the problem. Have you connected the power to a graphics cards previously so you know that the power is correct and functioning? The FX 3800 uses about 102W.
My first idea is that the previous video driver was not completely uninstalled and there is a conflict between the old and new drivers.
1. Perhaps you can start the system in safe mode- which loads only generic drivers- and find out more. If the system runs in safe mode, try to completely uninstall the old driver.
2. The next step would be to reinstall the previous graphics card, run the system and completely remove the previous driver and additionally, when reinstalling the new Quadro driver, be certain to tick the "Clean Install box" which will remove any last pieces of the other driver.
3. If none of that works, you might look for an older Quadro driver without the "3D vision" components, although I believe an FX 3800 will run them. You might also try older "partnered" - specialised- drivers by going to the Solidworks and Autodesk sites and selecting a driver that lists running the FX 3800.

These drivers are quite specific. I have used a Solidworks driver with my FX 4800 (320.78) - the same vintage as your 3800, and it works very well. It doesn't have the 3D or control panel so it is simpler and about 100MB smaller.
4. If it is still not working, if possible try the Quadro in another system, and if there is the same behavior, there may be a hardware fault- though I'm not sure.
I use a Quadro of the same era in my older system- an FX 4800- and that generation of Quadros are among my favorites. The FX 3800 (256-bit,1GB, 192 CUDA) is fantastic in 2D, and not too bad in 3D as well.
