Question Question about a waterforce cooled GPU

Im not educated about water cooled components for PC's nor do I really care about it, but this 2080 ti I want to get talks about being water cooled and has this aio cooler attached to it along with two fans (attached together in one block). Can I use this card without having any water cooling system setup in my computer, and is there has special maintance I need to attend to with this card?

That is whats know as a CLC, closed loop cooler.
Everything you need is self contained in the unit, other than dusting out the fans/radiator when needed, nothing else is needed from your side.
