Question Question about an external fan connected to the GPU

Hi, I have a ROG STRIX Vega 64, which has 2 4pin headers for external case fans, as you can see:

Im using a Cooler Master HAF X case, and the rear exhaust, top exhaust, and a 120mm intake fan i put on the 5.25" bay are connected to the motherboard.
That big RED LED fan in the front is connected to the GPU, as I don't have more headers on my motherboard to connect it, now the issue is that this fan only works/lights up when there is heavy load on the GPU, its as if the GPU recognized it as its own fan that needs to work only when the GPU is on high load, so how do I make that big front fan work all the time, not only when GPU is on high load?
Prior to the ROG STRIX Vega 64, i had a Sapphire Nitro+ Vega 56, which had both the 120mm intake fan and the big front intake fan connected to it, and both of them worked all the time, not when the GPU is on high load.

You need to use something like MSI Afterburner to force the card to have a minimum fan RPM. However note that this isn't a permanent fix per se. You need to have the app running for the fan behavior to occur.
The fans are curently sitting on 0 RPM , the only thing that gets the front fan spinning is high load on GPU, in other words the fans need to spin really fast. As i said above, when im playing something like forza Horizon 5, on Ultra settings, after lets say 30 minutes, when the card starts to heat up and reaches 70C, only then the front fan starts spinning, to act like an additional cooling solution for the GPU, and only then.
Im wondering if there is any way i can make the fan work without putting load on the GPU/ make its fans spin really fast.
 
The app I mentioned will allow you to force a minimum fan speed regardless of load.
Either I don't understand you. or you do not understand me xD
I don't see how minimum fan speed will force my front intake fan to work, the 3 90mm's fans on the GPU work perfectly, the external fan that is connected to GPU's PCB 4pin fan header is the problem, as it only turns on after there is heavy load on the GPU.
