The number should be 83 KHz, not 83 Hz. That is the horizontal refresh rate, which also doesn't really apply, as the vertical is what you should be concerned with.

Vertical refresh on that screen would appear to range from 50 - 76 Hz. Expect, under normal conditions for the screen to run at 60 Hz.
I think 83hz is it's peak refresh rate? So most likely around 60. But maybe 83 fps is all it can handle also it's horizontal refresh rate. So it could have a variance of 10 hz in refresh rate so. Yeah. It's strange i mean the standard for monitor refresh rates as we know it are. 60-59 ncst vs pal. 120hz and 144hz 240hz we don't usually get refresh numbers in between.

Hmm it seems it's either 60hz or 75hz guess I'll find out when it gets here

 
Are you located in europe? It's a strange refresh rate. I'd go with bigpinkdragon the actual refresh rate is most liekly between 76 and 50. Whenever it says horizontal you want to have a variance of 10hz less then that to get an actual refresh rate.
 
Your refresh rate is going to be 60 Hz. The next option would be 120 Hz, and that's clearly not a 120 Hz screen. The only way you're going to be getting a different refresh rate would be if you make a custom resolution for your graphics card, as normally, non-standard refresh rates are not exposed for easy selection. There's no good reason for it, and it can easily cause the driver hardware in the panel to output incorrect values for the pixels, resulting in improper color representation, slow response time, etc.
