Yes it is; this is the preferred method to clean out a computer case. Do NOT use a vacuum-cleaner, as they create destructive static as dust moves up their hoses.
Before cleaning, please make sure the computer is OFF and is not plugged in. This prevents a disaster if you somehow managed to spray liquid (unintentionally) from the can. It's not the worst thing if some water does get on the components because it will evaporate away shortly. The problem really occurs if the computer is turned on and electrical current is running through them.
