Question Question about CPU speed

Hello, I have a question regarding my CPU

Recently bought a Gaming computer (y) and i am using the i7-8086K which has a core speed base of 4.00ghz.
But my processor is running at 4.89-4.97ghz speed monitored via the taskmanager. Even currently when i am typing this..

I have not done any overclocking or some sort so I find it a bit strange.
I am using the High Performance power plan in Windows but I have set my minimum processor state as default 5%.
Also Multi-core Enhancement is turned ON in my BIOS.
Also in the bios I have an option 'Cpu Upgrade' which is set as default (AUTO)

The Question : Is it normal that my CPU runs above the advertised core speed without oc ?

This is basically auto overclock,the motherboard runs your CPU with the single core turbo clocks applied to all cores as long as cooling allows.

Would it be better to choose a manual CPU upgrade option in the BIOS?
For example, i can choose i7-8700 4.1ghz up to 5.00ghz also there is an option to use i5 even an i3 option
but i suppose i wouldn't want to disable any of my cores though..
