Can the hyper 212 evo cool a amd fx 9370 non overclocked?

It may 'just' manage it , it can manage an 8320/8350 @4.4ghz which is similar but the 9*** CPU's come stupidly overvolted out of the factory.
I think honestly you need to go up on the cooler front , themis evo or tisis , dark rock pro 3, cryorig h7 would all do a better job.
Essentially you're better off going with an 8320 & overclocking yourself

You will just have to try it mate .
There always the option of turning turbo off & dropping the voltage a little.
I'm not a fan of the 9*** CPU's at all personally.
What motherboard have you gone with ??

Well I'm just upgrading my pc the current motherboard I have now is asrock 960gm-gs3 fx

You are aware you can't run a 9370 on that board at all??
Its very likely it would catch fire.
