sort of two questions, because i'm wondering how it works in both NWN
and 3rd ed rules D&D...

to threaten a crit. hit, you have to roll a natural 20, or a 20 with
modifiers? and then to actually score a crit. hit, you have to roll
another 20 (with or without mods), or just a successful hit?

This depends on the weapon (some have 19-20, for example) but assuming
the weapon criticals on a 20, then you need to roll an unmodified
(natural) 20 to potentially critical. If this occurs, then you roll to
hit again (using normally applicable modifiers) and any successful hit
on this second roll means the critical hit takes place.

Hope this helps.

Depends on your weapon. Some weapons only need a 19-20, or an 18-20,
or...Modifiers never count, though. (If they did, at higher levels
every time you swung you'd get a critical hit.)

Just a successful hit.

the original roll has to be within the weapon's critical hit range. if the
original roll is within the weapon's critical hit range, then you roll again to
confirm whether it is a critical or not. if the second roll is a hit against the
target's AC, then it is a critical; otherwise, it is just a normal hit.
