I have computer that has a VGA port, and a monitor that has only a DVI hook up. Now if I use the converter to plug the DVI monitor into my VGA port... Is my signal , now analog? (which I understand, to not be as high quality has the digital DVI signal)

You cannot use a DVI to VGA adapter backwards to convert VGA to DVI. You should upgrade your video card.
