i've begun doing frametime analysis of all my games, and on all of them there's some variance, none are perfect. Is frametime variance indicative of drivers, game's coding, or physical gpu hardware not working correctly?

By frametime are you meaning your frames per second? If so, lot's of things will play a part in what kind of performance you get. Everything from CPU, your graphics card, RAM, what time of day it is (just kidding), what version of windows you have, play a part in the experience you get. Even if you have up to date drivers and everything, you'll still get a good deal of variance in frame rate from game to game depending on how demanding it is.

no i'm speccifically talking about Frame TIMES, as in 60fps = 16.7ms frametime, 100hz = 10ms frametime, 120hz = 8.7 something ms.

So i'm using fraps to capture frametime, and frafs to show frametimes on a graph. im getting frametime spikes in all games, no game is perfect. is that just real life?

Ah, well honestly this is the first I've ever heard of frametimes. I did a quick google of frametimes, and from what I understand everything I said about framerates above still applies to frametimes.
