Question about how smartphones use cell phone reception and 4G/3G

Ok! So, I'm a bit confused about something. My dad claims that when my phone is connected to my router at home, 'cell phone reception' no longer applies, and everything involving calling and texting (along with the obvious internet functions) goes through my router and the internet. I've never heard of this before, and I'm a bit confused as to how that works, if he's right. Can someone explain this concept to me? Thank you!
