Hello,
My main PC graphics card is a 1660 Ti, and I have an AMD card (Idk what it is) with a VGA out. I was wondering if I could put the AMD card in the pc to use as a VGA output so I can use an old monitor as my 3rd monitor. It’s probably not possible, but I’d still like to know

Solution
Assuming that it has drivers that are compatible with your current OS, it should be doable. Driver conflicts between AMD and NVidia are a thing of the past.

Hey,
I recently got a look at the old computer I was gonna take the VGA graphics card from and it appears to be a Radeon X1600 PRO. It has 1 VGA out, one DVI out, and some black circle cable in the middle that I don’t know what it’s for. Would it be compatible with my windows 10 pro installation? Will it conflict the drivers of the NVidia card I have installed?

That would be an S-Video output.

The latest drivers for that card are for Windows Vista. Those might work in your Windows 10 Pro set up, but I doubt it.

Personally, I wouldn't bother trying.
