Question about montior coating

I just recieved an IBM P260(21") from merkortech.com and noticed it looks as if there is dust or somthing trapped under the coating(little particles that won't wipe off). Just wondering if anyone else has noticed this before or if it is normal or some kind of defect. Thanks

give the manufacturer a call and see whats up with it!!!

Yeah I've seen it. On some CRTs the antistatic coating has a sparkly appearance. If the monitor works ok, don't worry about it.
