Question Question About Noise

Hello,

I recently (8 days ago) purchased a Powerspec G316 computer from microcenter. This computer is running an RTX 2070, i5 9600k, an M.2 drive (not NVME), an asrock z390, and 16 gigs of ddr4 3000mhz ram. When I power it off, it makes this very very (very.) tiny screeching noise before powering off. Is this normal, or should I be concerned? Thank you!

Not overly clear from the video - but I think i can hear the noise you're referring to.
First I would simply remove a side cover and listen to where the noise might be coming from. Could be a number of things. Then we can identify what to do next.
 
I took it to microcenter to ask. The sound is coming from the hard drive. They say it's normal, since an HDD is mechanical, and thats the sound it makes on shutdown- is that true?
 
It's normal for a HDD to make noise at peaks / startup / shutdown. Just depends on the severity and type of noise.
The HDD can make clicking or quick whirring noises on shutdown as the disk stops and the head parks. By microcenter i assume you mean a computer shop? If they aren't concerned then I wouldn't be too worried.

Anything big grinding sounds or lots of clicking during usage, then I'd potentially consider backing your data up...
