Question about OEMs

Ok so in order to save some money I bought windows 7 oem. I heard somewhere that it will tie to the motherboard BRAND but not stay with the exact motherboard. I want to know if this is true because my motherboard has horrible VRMs and I want to upgrade my cpu. Thanks guys!

oem cd is made for one pc. if you change the system board you get a message to call microsoft and re register your windows. just tell the rep your mb failed and you had to replace it. there give you a new activation code.
