i have this mobo (https://www.evertek.com/viewpart.asp?auto=48731&cat=35) wich has PCI Express x16 slot , can i run GT 1030 (https://www.zotac.com/us/product/graphics_card/zotac-geforce-gt-1030-2gb-gddr5) wich is PCI Express x16 3.0 ? and if i can will I have a big drop in performance?

Using CPU-Z, verify which revision of your PCIe slot is it that your board has. If it's version 1.0b then you won't be able to use PCI-e3.0 components. Furthermore that board would lead me to think that you shouldn't go anything above a GTX750Ti for your system provided your processor's the highest end Quad Core in the LGA 775 package.
