Question about program taking up dedicated memory

My Dad didn't want my little sister to have a program installed on his computer (which had way more than enough hard drive space for it) because he didn't want it to take up dedicated memory. This doesn't sound right to me, does he know what he's talking about, and if so what is he talking about?

That only uses memory, either CPU or GPU, when it is actually running.
Otherwise, it's just sitting there.

For instance, I have Portal, Portal 2, and FarCry (among many others) installed. Right now, they are doing nothing besides taking up a small amount of space on the drive.
