Question about PSU/Configuration

I want to buy a pc with this configuration from some one who is in other country then me.

I've read online that the requierments for the GPU (Radeon 280x) will be at least 550w.. can u tell me if this configuration will work properly?
Can this PSU handle the GPU?

CPU: AMD Phenom II x6 1055T 6x3.5ghz.
HDD: 1750GB (Dont know the model)
Motherboard: ASRock 890gx Extreame3 AMD 890x So.AM3 Dual Channel.
RAM: 8GB (2x 4096) TeamGroup Elite ddr3-1333
GPU: Asus Radeon R9 280x DirectCU II TOP 3GB DDR5 384bit
PSU: be quiet! Straight Power E9 CM Modular 80+ Gold 480W

Cinebench r15: cpu 521 cb Points
3DMark Fire Strike: 7649 Points
3DMark Fire Strike - Extreme: 3551 Points
He also said he played Battlefield 1 and The Witcher 3 in 50-60 FPS Depending on Anti-Aliasing settings..
Is this true? Its this configuration that good??

i dont trust that psu, it won't be able to keep up for very long i guess.
the witcher 3 50-60 fps? maybe on minimum with aa...

i would keep looking further.

This PC is cheap tho.. which PSU will you recommend for this one?
Will this one be enough Corsair NEW VS Series VS550 ?

No that psu is even worse than the quiet, a seasonic s12ii 620w or corsair cxm 550w will do
