these are my specs and i was wondering if my pc can run this ram kit
Corsair Vengeance Pro 16GB (2x8GB) DDR3 2133 MHz (PC3 17000) Desktop, Red 1.5V
without needing to upgrade the psu
and also would a 970 or 980ti gpu run on my motherboard

Yes your PC should run the kit and one of those two cards is also yes. PSU although not the greatest quality can run those specs.
